The leader of ISIS-K is Sanaullah Ghafari aka Shihab al-Mujahir.

ISIS-K orchestrates anti-Taliban attacks in Afghanistan and GLOBAL attacks. (Watchman comment: One possible solution is to form an int'l coalition, similar to Interpol,  whose sole goal would be assassinate terrorist leaders like Shihab al-Mujahir. This coalition would be composed of nations such as the US, Great Britain,  France, China, India, Israel and Egypt.
