He worked for Freedom House that is 86% funded by the Deep State/CIA. To put it simply Kramer is a close associate of McCain, a neocon, "never Trumper" who works as a senior director for the McCain Institute. He is a so-called Russian expert. 

Kramer traveled to London in November 2016 where he received the infamous Trump dossier from former British spy Christoper Steele. Kramer then gave the dossier to "swamper" John McCain. 

It seems to Your Watchman that David Kramer is an anti-Russian propagandist. Devin Nunez has subpoenaed David Kramer to testify next week. Nunez has also subpoenaed John McCain. Watch the Tracy Beanz video about David Kramer below. Warning, later in the video Tracy goes off on rabbit trails.
