In 1996, Comey was selected as deputy special counsel to the Senate Whitewater Committee, where, after months of investigations, both Clintons were found innocent of wrong-doing.
On
President Bill Clinton’s last day in office, Jan. 20, 2001, he pardoned 450
people, including criminals who had made payments for him to do so, a sort of
lovely parting gift for the outgoing POTUS.
After taking charge of the subsequent investigation of what was then called PardonGate. Again, Comey found no illegality and exonerated the Clintons, despite clear evidence of bribery and despite President Carter calling the pardons, “disgraceful.”
Despite
that, in 2003, Comey was then appointed as Deputy Attorney General by President
George W. Bush.
The next year he butted heads with the Bush administration when he refused to certify a proposed NSA initiative to secretly wiretap domestic terror suspects.

led to a head-to-head confrontation with Bush in the White House where Comey
threatened to resign unless changes to the program were made.
President Bush gave in and Comey remained for another year before moving on in 2005, to become a Senior Vice President of Lockheed Martin, the nation’s largest defense contractor.

still at Lockheed Martin, in May 2007, Comey testified against the Bush
administration in Senate Judiciary hearings over the firings of several U.S.
Attorneys who had been appointed by President Clinton.
Comey
testified that he believed the firings were unwarranted and very troubling:
“The Department of Justice …. [and] U.S. attorneys are political appointees of the President. But once they take those jobs and run this institution, it’s very important that …. They … be seen as the good guys, and not as either this administration or that administration.” Comey has not lived by his testimony to Congress.

Two years later, on May 13, 2009, Politico reported that Comey had made the short list of Obama, as a Supreme Court nominee to replace retiring justice David Souter. When Sonia Sotomayor was selected instead, because Comey was viewed as not being liberal enough; he became chief counsel at the Bridgewater Hedge Fund.
However, in 2013, Comey signed an amicus brief submitted to the Supreme Court supporting same-sex marriage.
Two months later, in May 2013, President Obama
announced his appointment as the 7th Director of the FBI.
