CIA Won't Back an Afghan Resistance
Anytime Soon, If Ever
Central Asia's former Soviet states are
now back in Moscow's orbit, for starters, depriving the agency of once friendly
staging grounds.
Appeals from
Afghanistan’s last standing resistance leaders for U.S. support are
almost certainly going to fall on deaf ears in Washington, longtime observers
say. Even if the U.S. and its NATO allies had a deep desire to re-engage the
Taliban on the battlefield—which they don’t—the new political landscape across
Central Asia essentially forbids it.

this week Afghanistan’s self-proclaimed Acting President Amrullah Saleh,
who fled to the northern Panjshir Valley, appealed for Western aid via
Twitter, saying he was “reaching out to all leaders to secure their support and
consensus.” At about the same time, Ahmad Massoud, 32, son of the legendary
anti-Soviet resistance leader and “Lion of the Panjshir” Ahmad Shah Massoud, took to
the opinion page of The Washington Post to
say he couldn’t hold out much longer without foreign support.

“The
mujahideen resistance to the Taliban begins now. But we need help,” the
headline said.
“The
United States and its allies have left the battlefield, but America can still
be a ‘great arsenal of democracy,’ as Franklin D. Roosevelt said when coming
to the aid of the beleaguered British before the U.S. entry into World War II,”
Massoud wrote. “To that end, I entreat Afghanistan’s friends in the West to
intercede for us in Washington and in New York, with Congress and with the
Biden administration. Intercede for us in London, where I completed my studies,
and in Paris, where my father’s memory was honored this
spring by the naming of a pathway for him in the Champs-Élysées gardens.”
But
Western powers no longer have the benefit of Central Asian strongmen who gave
comfort and aid to the CIA when it arrived in October 2001 to topple the
Taliban, some seven weeks after the elder Massoud was assassinated by Al
Qaeda agents posing as Belgian journalists.
After
the dissolution of the Soviet Union in 1991, the CIA gradually built up a
robust base in nearby Dushanbe, Tajikistan’s capital. In 2001 the agency also
had a strong (if odious) local ally in Uzbek warlord Abdul Rashid Dostum, who
teamed up with CIA paramilitary officers and Green Berets to rout the Taliban. Last
weekend, Dostum vowed to fight on after
his troops sold out and surrendered to the Taliban—but from exile in
Uzbekistan. Also in the 1990s and onward, the notorious Russian arms
dealer Viktor Bout was also in
his Tajikistan homeland supplying the elder Massoud’s Northern Alliance with
guns and ammo, perhaps paid for with CIA cash. But he’s gone, too: Since 2012
he’s been serving a 25-year sentence in a
U.S. federal prison for illegal arms trafficking to terrorist enemies of the
West.

And
today, the former Soviet central Asia republics are practically off limits to
the CIA, at least as staging grounds for a resistance to the Taliban. While the
U.S. was struggling to nation-build in Afghanistan for the past 20 years,
Moscow was busy rebuilding its political and military presence across the
region. It views Central Asia “as part of its privileged sphere of influence,”
the Center for Strategic and International
Studies wrote last year, explaining Russia’s “military buildup”
across the ‘Stans. It also hardly needs saying that Russian President Vladimir
Putin, helping spur political chaos in the U.S. the past several years, has no
interest in aiding Washington anywhere, especially in regions where he’s worked
hard to reclaim Moscow’s sway.
Putin
“will never let the CIA into Tajikistan to arm a rebellion,” says Robert Baer,
a former CIA officer who was stationed in Dushanbe in the 1990s. “They could do
it themselves,” Baer tells SpyTalk,
but “right now they’re taking the Taliban’s temperature.” Some say Putin might
even consider taking out the younger Massoud, as a favor to the Taliban, whom
it has a strong interest in cultivating as another arena to diminish America’s
standing.
The
CIA does not comment on covert action.
U.S.
relations with Pakistan, meanwhile, which gave shelter to the Taliban and Al
Qaeda for decades, have been frosty for years, and can only worsen now. China,
Iraq and Iran look eager to come to terms with the new rulers of Kabul.
Increasingly Islamist Turkey, too, cannot be counted on to help Washington
undermine the Taliban.
Rearming
a resistance is just a nonstarter, no matter how painfully hearts may be
breaking in Washington.

Saleh, meanwhile, the former Afghan intelligence chief who claims to have
inherited the presidency after Ashraf Ghani’s flight into exile in
the UAE, has just lost a key channel to rally supporters.
On
Thursday, Saleh’s Twitter account appeared to have been disabled—whether by
Twitter or other parties could not be learned.
“Something
went wrong,” came the automated Twitter response to several clicks
on his account. “Try

Dear Watchman, after America was attacked by al-Qaeda on September 11, 2001, my father, Republican Congressman Ron Paul, voted for a U.S. strike on the Taliban in Afghanistan for harboring the 9/11 terrorists.
We were attacked, so we struck back. This is the reason we have and need a strong military: Actual national defense.
But our military is not meant for nation building. Not for policing the world. Not for imposing democracy in places that have never known it.
Not only are these bad ideas, but they aren’t the point of our military and they do nothing for our national defense.
Unfortunately, that was the George W. Bush-Dick Cheney neoconservative vision of perpetual U.S.-led wars around the globe. We know how that worked out in Iraq. Now we are learning how it ends in Afghanistan.
But this isn’t hindsight.
It was always doomed for failure, and some have said so for a very long time, and proved right time and time again through our recent foreign policy disasters.
It was my father, often alone in his party, who said for decades that the neocons’ endless wars would always come back to haunt us.
He did it early, and often. Over the weekend, a video compilation of warnings my Dad issued years ago went viral. Why was a 13-year-old video of a Congressman who retired in 2012 going viral?
Because he was right and more people should have listened to him, to me and to others who have been saying for a decade that this war needed to end.
Ron Paul asked questions like, “What if occupying countries like Iraq and Afghanistan and bombing Pakistan is directly related to the hatred directed toward us?”
The scenes we see coming out of Afghanistan today are rage-filled. We honor and respect the brave men and women who served there for so long, but to ask them to stay another year there would be unconscionable. They did their duty.
“What if all wartime spending is paid for through the deceitful process of inflating and borrowing?” Dad asked.
Considering that we were never able to afford the trillions spent in Afghanistan and we are now more concerned about inflation at home, Dad seemed ahead of his time.
My father asked, “What if we finally see that wartime conditions always undermine personal liberty?”
Thanks to whistleblower Edward Snowden, we have a clearer picture of how our government abuses our constitutional liberties every day, often using post-9/11 jargon to justify it.
And again, on Afghanistan, my father had long urged to bring American troops home after the U.S. accomplished its original mission early on.
If the neoconservatives and others at the time had listened to Ron Paul back then, the tragedy in Afghanistan would not have been prolonged.
Most importantly, it would have saved thousands of
American lives and also money that we don’t actually have.
During the Tea Party-era ten years ago, I and other libertarian-leaning Republicans followed in my father’s footsteps and managed to change some formerly hawkish minds about war.
When Donald Trump became president by blasting the Bush administration’s interventions in Iraq and Afghanistan and condemning “endless wars,” Dad’s foreign policy message had come full circle within the GOP.
Yet, if the Republican Party had been more like Ron Paul than Dick Cheney throughout the aughts, it would have saved our country a lot of heartache. If Barack Obama had actually ended the wars he promised too, like Dad had long urged, we would have been better off.
Now the same people who still defend the Iraq War and who also wanted to stay in Afghanistan forever are some of the loudest voices criticizing the Taliban retaking control of that country.
If after 20 years of preparing Afghanistan to govern itself, it immediately bends to extremists the moment we leave, what did hawks think we were going to accomplish over another decade—or ever? Was two decades not enough time?
The fall of Afghanistan to the Taliban is sad but the blame should attach to the naïve neocons who thought they could create a Jeffersonian democracy in a land clinging to the Stone Age, not to those who warned that it would inevitably end in a mess.
What’s clear today is that no one with the last name Cheney should even be speaking publicly right now. This origin of this debacle lies at their feet.
What’s even clearer, is that unfortunately the warnings of a Republican congressman from Texas years ago now feel more prescient than ever.
